XAMPP control panel is easy to use dashboard (GUI) which allows you to start and stop services like Apache, MYSQL, FileZilla, mercury, Tomcat with just click of a button. You can also administrator/ configure these services, view logs, etc.
Before moving further let’s discuss XAMPP in Brief.

XAMPP
XAMPP is free and easy to install Apache distribution. It acronyms to Cross-Platform (X), Apache (A), MariaDB (M), PHP (P) and Perl (P). This provides a complete web development environment. You can easily install XAMPP on Windows and Linux OS.
Below are the installation steps for Windows.
That’s it. Now go to programs and start XAMPP.
XAMPP Control Panel
Control panel (v3.2.2) is a plain, simple interface as shown below. There is a module list along with Start, Admin, Config, and Logs button along with advanced control options on the right-hand side.

How to start/stop module/service?
It is simple just click on the start button for the respective module/service. You can see button caption changed to Stop. The module background turns green and Ports, PIDs get populated. That means service is started successfully.
XAMPP also shows the log (Check image) like,

Now you know how to start and stop service using the control panel. Now let’s see how the Admin button works for different services.
Admin button allows you to configure and manage the respective module/service.
Apache Module
Apache(httpd) is cross-platform HTTP, open-source Server. It is available for operating systems including UNIX and Windows. It is a secure, efficient and extensible server that provides HTTP services as per current HTTP standards. This section covers option related to the server.
Admin
This opens a dashboard as shown below. You can see some links at the right-hand top right corner.
Config
This option allows you to modify the configuration file. Just click the Config button and it opens a popup showing list of all configuration file. Click on the Individual file to open and edit it.

There are some <Browse> commands which actually open the respective file location is separate windows explorer.
How to change the configuration?
Logs
This section list link to all logs file. Click on the button to see a list of the available log file. Refer to this file if you face any issue with respective service.

MySQL Module
MySQL is an open source relational database management system. This covers MySQL options. XAMPP now comes with MariaDB instead of MySQL. Nothing changes for the end user as MariaDB is an enhanced, drop-in replacement for MySQL and is available under the terms of the GPL v2 license

Admin
This opens a phpMyAdmin dashboard as explained above. This is the graphical interface to work with MariaDB database. You can query, update, delete from the database using it.
Note: Don’t modify anything unless you understand what you are doing.
Config
This opens the my.ini control file. You can modify different parameters like port, memory setup for MariaDB using this control file.
FileZilla
FileZilla is free, and open source FTP client. It is available for Windows, Mac, Linux and other opering system.
XAMPP is your local development environment. You should not use it for production. Modify files, test here and move files to the production server using basic FileZilla FTP client.
This section covers those options.
Admin
This opens the Connect to Server box as shown below. Enter Server Address and Administration Password and Port(Dafulated from the config file) to connect to the remote system and click on OK.
This should open below interface using which you can transfer files the remote system.
Config
This opens the FileZilla Server.xml configuration file where you can change the default port. Below is the sample file.
Logs
This opens the FileZilla log file.
Mercury
Mercury Mail Transport System (Mercury MTS) is a mail server. It is feature rich, extremely standards-compliant, supports the all major Internet mail-related protocols.
It is complex to install as a standalone server, but XAMPP comes with easy to use and maintain Mercury Server.
Admin
This open Mercury control panel for HTTP, POP3, PopPass, IMAP4, PH, Finger Server as shown below.
Config
This opens the mercury.ini configuration file. This file contains all setup information like protocol supported, local host information, Delivery failure notification template, Delivery confirmation template, Mail Delivery Queue, etc.
Logs
This opens logs file for mercury.
Tomcat
Apache Tomcat often referred to as Tomcat Server, is an open-source Java Servlet Container developed by the Apache Software Foundation. It is open source implementation of the Java Servlet, JavaServer Pages, Java Expression Language, and Java WebSocket technologies.
Admin
This should open the Tomcat control panel as shown below.
Config
Use this button to open the Tomcat configuration file.

Use this button to browse the log file.
As a normal user, you only work on basic control operation mentioned above. Only change below option if you face any issue with XAMPP.
Advance Control Option
The toolbar on the right-hand side is for the advanced user to troubleshoot any issues with XAMPP. Don’t change any default setup, unless it is not working.
These controls open some advanced options which are self-explanatory.

You can use this control to set,
Netstat – Displays active TCP connections, ports on which the computer is listening.

Step 1:
Let's first put the computer in clean boot state and check.
To help troubleshoot error messages and other issues, you can start Windows 7 by using a minimal set of drivers and startup programs. This kind of startup is known as a 'clean boot.' A clean boot helps eliminate software conflicts.
Follow the steps below:
1. Log on to the computer by using an account that has administrator rights.
2. Click Start, type msconfig.exe in the Start Search box, and then press ENTER to start the System Configuration Utility. If you are prompted for an administrator password or for confirmation, type your password, or click Continue. 3. On the General tab, click Selective Startup, and then click to clear the Load startup items check box. (The Use Original Boot.ini check box is unavailable.) 4. On the Services tab, click to select the Hide all Microsoft services check box, and then click Disable all. 5. Click OK, and then click Restart. 6. Check if you still have the issue.

How to troubleshoot a problem by performing a clean boot in Windows 7:
Reset the computer to start as usual. After you have finished troubleshooting, follow these steps to reset the computer to start as usual:
a. Click Start , type msconfig.exe in the Start Search box, and then press ENTER.
b. If you are prompted for an administrator password or for confirmation, type your password, or click Continue. c. On the General tab, click the Normal Startup option, and then click OK. d. Also try deleting temp files and prefetch files.
To delete temp files,
Click on start and in search bar type in as %temp% and hit enter. Delete all the files in that folder.
Do the same with prefetch files.
Step 3:
I suggest you try running a malware scan and check what happens.
Some malware/spyware/virus that is out on the Internet, will also change system settings, corrupt data, and log invalid registries that will also make annoying errors, as like the ones you are encountering. You can try a virus scan. Just keep in mind that if your system does contains a virus, the active virus can try to keep the system from installing/using the virus scan correctly. Online Virus scans (sometimes) will not have that problem.

To create a new user profile:
To create a new profile, you must first create a new user account. When the account is created, a profile will also be created.
1. Open User Accounts by clicking the Start button, clicking Control Panel, clicking User Accounts and Family Safety (or clicking User Accounts, if you are connected to a network domain), and then clicking User Accounts. 2. Click Manage another account. If you are prompted for an administrator password or confirmation, type the password or provide confirmation. 3. Click Create a new account. 4. Type the name you want to give the user account, click an account type, and then click Create Account. If it works fine in new account, then your current account might be corrupted. The Control Panel in Windows is a collection of applets, sort of like tiny programs, that can be used to configure various aspects of the operating system.
For example, one applet in Control Panel lets you configure the mouse pointer size (among other things), while another allows you to adjust all the sound related settings.
Control Panel Not Responding
Other applets can be used to change network settings, set up a storage space, manage display settings, and much more. You can see what they all do in our List of Control Panel Applets.

So, before you can make any of these changes to Windows, you'll need to open the Control Panel. Fortunately, it's super easy to do — at least in most versions of Windows.
Surprisingly, how you open Control Panel differs quite a bit between Windows versions. Below are steps for Windows 10, Windows 8 or Windows 8.1, and Windows 7, Windows Vista, or Windows XP. See What Version of Windows Do I Have? Doom 3 texture mod. if you're not sure.
Time Required: Opening Control Panel will probably only take a few seconds in most versions of Windows. It'll take a lot less time once you know where it's at.
Open Control Panel in Windows 10
On most Windows 10 PCs, the Control Panel opens in the Category view, which sorts the applets into [presumably] logical categories. If you like, you can change the View by option to Large icons or Small icons to show all the applets individually.
Open Control Panel in Windows 8 or 8.1
Unfortunately, Microsoft made it especially difficult to access Control Panel in Windows 8. They made it a little easier in Windows 8.1, but it's still far too complicated.
Control Panel Windows Vista
Windows 8 will switch to the Desktop and open the Control Panel.
Like in most versions of Windows, the Category view is the default view for Control Panel in Windows 8, but we recommend changing it to the arguably easier to manage Small icons or Large icons view. Do that by selecting Category from the menu at the top of Control Panel, and then choosing an icon view.

Windows 7 or Vista: If you don't see Control Panel listed, the link may have been disabled as part of a Start menu customization. Instead, type control in the search box at the bottom of the Start menu and then click Control Panel when it appears in the list above.
Windows XP: If you don't see a Control Panel option, your Start menu may be set to 'classic' or the link may have been disabled as part of a customization. Try Start > Settings > Control Panel, or execute control from the Run box.
In all three versions of Windows, a grouped view is shown by default but the un-grouped view exposes all the individual applets, making them easier to find and use.
Other Ways to Open Control Panel Applets
As we mentioned a few times above, the control command will start Control Panel from any command line interface in Windows, including Command Prompt.
Additionally, each individual Control Panel applet can be opened via Command Prompt, which is really helpful if you're building a script or need quick access to an applet. See Command Line Commands for Control Panel Applets for a complete list.
Another way to access Control Panel applets is by enabling GodMode in Windows, which is a special folder that contains applets from Control Panel. It's not Control Panel itself but instead an easy access folder of the tools found in the program.
